    Strategic Alignment and the Business Case

    This chapter examines the most critical question in program management: why does this program exist, and does it still deserve the organization's investment? Strategic alignment is not a one-time checkbox that gets ticked during program initiation. It is an ongoing discipline that connects every program decision to the organization's strategic goals, and it demands continuous attention from the program manager throughout the entire program life cycle.

    You will explore how organizations translate their strategic plans into program initiatives, how the business case serves as both the justification and the measuring stick for a program's value, and how environmental assessments help program managers understand the forces that shape their programs. The chapter also covers the financial framework that underpins program funding, the regulatory and social considerations that constrain program design, and the authorization process that gives a program the formal go-ahead to proceed. Two case studies are woven through the chapter, a business case that practically wrote itself, and one built around a strategy that shifted midstream, illustrating both ends of how alignment can play out in practice.

    The concepts in this chapter matter because programs that lose their connection to strategy become expensive distractions. The business case is a living document, not an artifact that gets filed after approval. When organizational strategy shifts, market conditions change, or new regulations emerge, the program manager must reassess alignment and, when necessary, recommend restructuring or even termination. That willingness to ask hard questions about continued relevance is what separates effective program managers from those who simply keep executing a plan that no longer makes sense.
