The "handoff and hope" approach, where the program team delivers outputs and walks away, consistently leads to benefit degradation, which is precisely why transition needs to be treated as deliberate, ongoing work rather than a final handover.

Closure also involves a set of practical, administrative activities that are easy to underestimate but essential to get right. Financial closure reconciles the program budget, settles all contracts, returns unused funds, and establishes sustainment budgets for the work ahead, while resource transition manages the redeployment of people, equipment, and materials so nothing is left in limbo. Risk transfer moves any residual risks to the appropriate organizational risk registers along with the supporting analysis needed to manage them going forward, and knowledge transfer and archiving preserve the program's intellectual capital so it isn't lost once the team disbands. The final phase gate then provides formal governance approval for closure, confirming that all of these activities are genuinely complete, and the post-program review closes things out by capturing lessons learned with a learning orientation rather than a blame orientation, ensuring the organization actually benefits from what the program taught it.
