The Birth of OSHA
To address this national crisis, Congress passed the Occupational Safety and Health Act of 1970, signed into law by President Richard Nixon. This act established the Occupational Safety and Health Administration (OSHA) under the U.S. Department of Labor.
OSHA (pronounced o-sha) was given a clear mandate: to ensure safe and healthful working conditions for working men and women by setting and enforcing standards and providing training, outreach, education, and assistance.
The impact of this legislation was immediate and drastic. Since OSHA’s creation in 1970, U.S. occupational fatalities have dropped by more than 65%, even as the national workforce more than doubled.
Key Roles of OSHA Today
1. Setting Standards: OSHA creates legally binding regulations covering everything from machine guarding and fall protection to chemical exposure limits and electrical safety.
2. Conducting Inspections: OSHA compliance officers carry out unannounced workplace inspections, prioritizing imminent danger, severe injuries, and employee complaints.
3. Issuing Penalties: Companies that violate safety standards face mandatory financial fines, required corrective actions, and in severe cases of willful negligence, criminal prosecution.
4. Protecting Whistleblowers: The law guarantees workers the right to report unsafe working conditions without fear of retaliation, termination, or discrimination.
Why OSHA Matters to You as an Engineer
As an engineering student, it is easy to view OSHA as a distant regulatory agency or a set of administrative rules for factory supervisors. In reality, OSHA standards directly dictate how you will design products, facilities, and processes.
